Leadership Search: HHS Finance Administrator
The County of Montgomery, Pennsylvania welcomes nominations, inquiries, and applications as they seek an experienced, strategic, disciplined, collaborative financial leader with an understanding of funding streams typically associated with county government health and human services, and whose demonstrated commitment to financial stewardship will allow them to successfully serve as the County’s next Finance Administrator for the Department of Health & Human Services.
Reporting to the HHS Deputy Director for the Offices of Strategy Management, the Finance Administrator is responsible for the operations and strategic direction of the contracts and fiscal/budgeting divisions within the integrated department of Health and Human Services (HHS). The Finance Administrator is a part of the HHS senior leadership cabinet, with significant interaction with the County CFO and other leadership in the HHS Offices of Strategy Management.
Managing a budget of $370 million and a diverse, dedicated, supportive, and driven team of approximately 35 staff, the Finance Administrator plays a critical role in ensuring the continued availability of high quality, innovative health and wellness services. Within an integrated HHS structure, fiscal and contracts staff provide financial expertise to each of the HHS program offices which include: Children and Youth, Community Connections, Drug and Alcohol, Early Learning Resource Center, Housing and Community Development, Mental Health/Developmental Disabilities/Early Intervention, Public Health, Senior Services, and Veterans Affairs. In addition to Finance, other Strategic Offices for the department oversee Communications, Project Management, Managed Care Solutions, and Performance and Planning.
Success in this Administrator role requires experience managing large budgets, advanced knowledge of complex financing in the county government human services sector, high level leadership experience, and effective team management. This role requires ability to not only oversee financial operations but to analyze and address strengths/weaknesses in the department’s finances as well as a demonstrated commitment to diversity, equity and inclusive practices and support of staff professional development. A ‘pragmatic strategist’ approach allows the Administrator to align financial processes with departmental strategic goals, mission, vision and values, and maximize funding from a variety of sources across all HHS offices to best serve Montgomery County residents.
