Drinking Water State Revolving Fund

Why It Was Created: To improve drinking water systems and comply with the Safe Drinking Water Act.
Amount: $11.7 Billion until spent
Who Is Eligible to Apply: States, water system operators
Match Requirement: None (loan program)
What It Will Fund: Low interest loans for construction, expansion and maintenance of drinking water facilities (treatment plants, distribution mains, storage facilities), and improvements and upgrades to water quality systems such as pipes.

Notes: Funding is given to states by formula, who then run their own programs.  PennVEST runs the program for Pennsylvania.  The program is not new; the IIJA increases the available funding.  There are two other variations of this program – one for lead pipe replacement and another for removing emerging contaminants (including per- and polyfluoroalkyl substances, or PFAS).

Clean Water State Revolving Fund (Wastewater)

Why It Was Created: To improve aging wastewater systems in local areas
Amount: $11.7 Billion until spent
Who Is Eligible to Apply: States, wastewater system operators
Match Requirement: None (loan program)
What It Will Fund: Construction of publicly owned treatment works, nonpoint source remediation, estuary program projects, decentralized wastewater treatment systems, stormwater improvements, water conservation and reuse
Award Amounts: Varies
