About the program

On March 3, 2016, the Montgomery County Commissioners announced an exciting new grant program for municipalities as part of the implementation of the county’s comprehensive plan, Montco2040: A Shared Vision. The Montco 2040 Implementation Grant Program is intended to assist municipalities in making targeted physical improvements that achieve real progress toward the goals of the plan. The program focuses on supporting local projects that specifically further the goals of the county comprehensive plan and the plan’s themes of Connected Communities, Sustainable Places, and Vibrant Economy.  

While the program is open to a wide array of projects fitting within the comprehensive plan, specific Focus Categories that highlight recent county planning initiatives are announced prior to each funding year. Projects that fall under a Focus Category receive greater consideration during the application review. Grant amounts are available between $10,000 and $200,000. As of 2024, the maximum grant award for most projects has increased to $250,000. The maximum award for multi-municipal projects has increased to $350,000. Including the 2023 cycle, the grant program has awarded over $15 million to 127 grants in 53 municipalities in Montgomery County. 2024 CYCLE 

The county is accepting applications for the 2024 cycle of the Montco 2040 Implementation Grant Program. This cycle has a funding allotment of $2.5 million. The deadline for applications is 11:59 PM on March 1, 2024

This year, the maximum grant award has increased to take higher project costs into account.  We have also lowered the municipal match for some municipalities; more information about these changes are in the program guidelines.

The focus categories will remain the same as last year. Adaptation and resiliency continues to be important as communities work to address impacts of flooding, climate change, and energy procurement.  Open space preservation projects continue to have our attention, and we encourage municipalities and their partners to consider funding projects that may protect critical conservation areas, promote active tourism, increase opportunities to exercise, or green the county’s towns. The focus categories for Walk Montco/Bike Montco and Support for Downtowns and Community Destinations will remain the same. As always, well-planned projects that address the goals of the Montco 2040 plan will be competitive in this grant program. Projects are evaluated in terms of equity, impact, county and local planning consistency, project readiness, and funding attributes by a committee made up of planning commission board members and interdepartmental county staff. The form and other attachments should be submitted via email or can be uploaded to Sharepoint (please reach out for instructions on how to do this). Note that an additional pdf containing 13 narrative items is also required, and you should attach that pdf to your submission. Detailed instructions regarding the narrative pdf are included in the application. Physical copies of applications will not be accepted.
