What is a comprehensive plan? It is a long-range plan for guiding the growth and physical development of a place. In Pennsylvania, county comprehensive plans must be prepared every ten years and, according to state law, must contain the following elements:
- Goals for the county
- A plan for land use (including residences, businesses, shops, and industry)
- A plan to meet housing needs
- A plan to meet transportation needs
- A plan for community facilities and utilities, such as schools, parks, sewers, stormwater, etc.
- A plan for the protection of natural and historic resources
The policy plan, Montco 2040: A Shared Vision, was created through extensive public outreach efforts, which resulted in the participation of over 2,500 citizens. The plan was guided by a diverse 28-member steering committee, which contributed invaluable insight. This plan asks the critical question: What do we want Montgomery County to be like in the year 2040? It provides an overall vision of Montgomery County, outlines key themes and goals for the future, and provides realistic ways of accomplishing this vision.
