MontcoWorks Overview

MontcoWorks administers workforce programming that is designed to meet the diverse needs of employers and career seekers in Montgomery County.

The Workforce Innovation and Opportunity Act (WIOA) of 2014 establishes local workforce development areas nationwide, tasked with the designation of available funding to stimulate economic development by strengthening the workforce. MontcoWorks serves Montgomery County as the local area’s workforce development board, providing market-driven information and services that align with regional and statewide workforce development planning.

MontcoWorks board members are appointed by the Montgomery County Board of Commissioners in accordance with WIOA regulations. Membership is comprised of business leaders (51%) and representatives from education, community organizations, economic development, labor organizations and PA CareerLink® Montgomery County partners.

2021-2024 WIOA Local Plan and Southeast Pennsylvania Regional Plan
Modification Effective 07/01/2023

The Workforce Innovation and Opportunity Act (WIOA) requires local workforce development boards and workforce regions to develop and publish a strategic plan every four years that details workforce service delivery and compliance. Additionally, both local and regional plans must be reviewed for modifications every two years.

MontcoWorks is proud to present the Montgomery County 2021-2024 WIOA Local Plan and the Southeast Pennsylvania 2021-2024 WIOA Regional Plan modifications, effective July 1, 2023. MontcoWorks’ local plan was developed in collaboration with workforce system partners and stakeholders and details the framework through which Montgomery County’s workforce system aligns with regional priorities and statewide WIOA goals. Likewise, the regional plan details advancement of a comprehensive workforce system that meets the needs of career seekers and employers in Southeast Pennsylvania. That impact of that regional effort is detailed in the Southeast Pennsylvania Regional Spotlight, showcasing special initiates and best practices from across the region.

2023-2024 High Priority Occupations List

The Commonwealth of Pennsylvania’s Workforce System has established High Priority Occupations (HPOs) as one component of Pennsylvania’s industry-driven approach to workforce development. The purpose of the HPO list is to align workforce training and education investmHigh Priority Occupations2 Opens in new windowents with occupations that are in demand by employers, have higher skill needs and are most likely to provide family-sustaining wages. This list is valid from August 1, 2023 through July 31, 2024.

Goals

  • Provide up-to-date regional and local Labor Market Information to public and private sector decision-makers, guiding ongoing workforce programming
  • Inventory, assess, and broker employment services to help facilitate seamless service delivery for Montgomery County’s businesses, adults, dislocated workers, incumbent workers, TANF-recipients, and youth
  • Create a long-term local workforce development plan
  • Develop policies that direct implementation of county-wide workforce programming
  • Procure and provide oversight for operations and WIOA Title I service delivery at the PA CareerLink® Montgomery County, a proud partner of the American Job Center® Network. To visit PA CareerLink® online, go to www.pacareerlink.pa.gov 
  • Procure and provide oversight for service delivery of the Montgomery County Employment, Advancement and Retention Network (EARN) program
  • Procure and provide oversight for service delivery of MontcoWorks NOW programming for youth and young adults ages 14-24
  • Meet the needs of employers through innovative approaches to recruitment, on-the-job training, incumbent worker training and customized job training while looking ahead to help build a future pipeline of skilled workers.
  • Promote Industry Partnerships among Montgomery County business leaders by sector, focusing a collaborative effort on planning for the current and future success of their respective industries.

  • Short-term online and in-person (where available) training programs
  • Support services which can include direct service referrals through our partnership with Community Connections, assistance with transportation (as needed), supplies/equipment needed for training or employment, and other supports needed to successfully complete their online training and enter employment (we are prepared to go as close to the edge of the box without going outside of it for support services).

MontcoWorks*NOW

MontcoWorks NOW serves at-risk youth and young adults who reside in Montgomery County, are between the ages of 14-24, and are presented with a significant barrier to completing or advancing in education or obtaining employment.

MontcoWorks NOW provides comprehensive, year-round programs and services for eligible youth and young adults who are either in school, have left school without a diploma and are now motivated and re-engaged, or have graduated and are unemployed/underemployed.

EARN

The Montgomery County Employment Advancement and Retention Network (EARN) provides job-search assistance, guidance, and support to its participants. EARN is comprised of a dedicated staff that are committed to helping participants achieve their goals. Program participants create a plan of action to gain employment and are offered guidance toward empowerment and self-sufficiency. Resources such as The Career Wardrobe, computer labs, life-skills workshops, on-site recruitment events, and individualized attention are all utilized to ensure that success is EARNed. The EARN Program is funded by the Pennsylvania Department of Human Services through TANF (Temporary Assistance for Needy Families). Participants must have children and be referred to this program by the County Assistance Office.
